Steven L. Rivera, CEO

Steven is the CEO and co-founder of OTC Mobile Stores. With 20 years of healthcare experience, Steven has been instrumental in the creation of many programs utilized both in the hospital and HMO industry.

Steven spent ten years working with HMO's as a Vice President of Marketing and Sales for both Medicare and Medicaid programs. In addition, spent 10 years previously in Hospital administration with Health and Hospital Corporation. Within his career, Steven created the first Child HealthPlus Hospitals facilitator enroller. Through strong networking and innovative sales techniques, he doubled Healthfirst membership by 20,000 Medicare covered lives between 2005-2006. Furthermore, he developed the Healthfirst HHC marketing sales division of 160 staff members. Steven then moved to HealthPlus, while working at HealthPlus he rooted the HealthPlus Medicare product as a competitive product and increased its membership by 400% in his first year. He implemented processes which rapidly increased work productivity. Most recently, he introduced the Medicare industry to Medagate and its OTC payment card solution.


Damion Fray, COO

Damion is the COO and co-founder of OTC Mobile Stores. As Principal at Taktikus, a healthcare innovations firm, he is currently developing practical solutions for efficient healthcare delivery. Damion recently served as Director of Health Exchange Sales at Healthfirst.

At Chadick & Ellig, a retainer based executive search firm, Damion began his career as an executive recruiter. During his career there he handled research for the firm, and managed a portfolio of operations, diversity and technology related searches. His client list included Dell Computers, Microsoft and Pepsi.

Damion received his Bachelor of Science degree in Political Science, Summa Cum Laude from Mercy College and is currently pursuing his MBA.

A Manchester United soccer fan, Damion plays in a soccer league during his time off.
